“What do you mean, ‘do we have a motto’? Of course not! That’s unbelievably cringe.
We’re domestic terrorists, remember? Not the goddamn church!”

Standing for the “Xenial Chiba Extrasensory League” (name coined on the spot by Rinkaku Harigane—which he now slightly regrets) is the unofficial name for the group that unwittingly forms around him in their opposition against JPRO. The group has no defined structure nor official leadership, but as their headstrong strategic mind, most decisions end up defaulting to Rin. As of Chapter 35, their headquarters is based at the Harigane Residence in Chiba’s residential outskirts, at the behest of Rin’s grandmother, Shibaru.

“Strength of Mind, Body and Soul”

Japanese Parapsychological Research Organisation
日本超心理学研究機構

CEO: Caesar Augustus “Gus” Ishimatsu
Offices: Tokyo, Osaka, Kumamoto, Sapporo; private clinics nationwide
Headquarters: “Nowhere”

The Japanese Parapsychological Research Organisation is a leading psychomedical trust at the forefront of researching and treating psychiatric conditions that blur the lines between conventional medicine and the occult. For over fifteen years, JPRO has been dedicated to the study of fringe psychiatric disorders, offering specialized treatments for those suffering from severe mental disturbances often dismissed by mainstream psychiatry. With the support of Prime Minister Tomoyasu Sarahiro and his right-wing government, JPRO has expanded its services beyond psychiatric care into broader scientific research fields. The organization operates numerous headquarters and private clinics across Japan, providing institutional care for the mentally unstable. JPRO is committed to advancing knowledge in psychomedical fields while providing treatments that remove dangerous individuals from public life for the safety and well-being of society.

Core Divisions

JPRO Psychologics・精神科治療更生部門

Notable Members: Dr. Kiyosumi Sakazuki
Focus: Psychiatric Research and Care

JPRO’s flagship division, Psychologics specializes in cutting-edge research on psychiatric conditions and the treatment of patients suffering from severe psychological disturbances, often linked to the paranormal. This branch manages JPRO’s public-facing operations, offering treatments and running private clinics that cater to the institutionalization of patients deemed unstable. It serves as the face of the company, projecting an image of innovation and care in psychomedical services.

JPRO Biologics・神経生物学実験部門

Lead Scientist: Dr. Zuisaya Nori
Focus: Biological Research & Human Experimentation

Biologics oversees some of the organization’s more controversial operations, involving human experimentation under the guise of psychiatric treatment. This division handles the removal of “undesirable” individuals from society, subjects them to experimental biological procedures, and houses the resulting grotesque failures known as the “Rejected” to be rehabilitated into footsoldiers.

Dr. Nori’s most infamous initiative—the doomed Project Theia—was designed to create a new generation of psychic supersoldiers, by abducting children with psychic potential, subjecting them to years of training and torture to break then reconstruct their minds according to her design. The project failed, however, as very few were able to manifest sufficient psychic abilities, and even fewer survived the intensive process. The subjects were locked away in the Theia Containment Facility, a cognitive subspace, and kept subdued by The Warden, the first Defined reject.

JPRO Synthetics・合成材料研究開発部門

Lead Scientist: Dr. Yugo Chisori
Focus: Structural, Material Development, and Cognitive Engineering

The Synthetics division handles both physical and metaphysical infrastructure development for JPRO’s operations. It is responsible for engineering solutions that bridge the gap between the tangible and psychic realms. Synthetics is also focused on the reconstruction of the fragmented Ascension Blade, a key element in the Excel Ritual. Their work frequently overlaps with Biologics, particularly in the development of the Defined—an elite class of Rejected who retain some psychic abilities post-transmogrification.

JPRO Mechanics・工学人工頭脳拡張部門

Lead Engineer: Danjiro Tekkori
Focus: Psychocybernetic Augmentation and Mechanical Engineering

Mechanics is the engineering backbone of JPRO, developing psychocybernetic augmentations to enhance human potential by infusing psychic energy into mechanical frameworks. This division also maintains JPRO’s advanced technical systems and machinery, working closely with Synthetics on developing technology that interacts with both the physical and cognitive worlds.

The Glass Eyes・玻璃目

Lead Operative: Hideyori Hakana
Focus: Covert Operations and Internal Security

The “Glass Eyes” are JPRO’s elite covert unit. This shadowy team of psychic operatives functions as the organization’s secret police, ensuring the company’s activities remain hidden from the public eye. They are responsible for neutralizing threats—both external and internal—that could jeopardize the company’s goals, using their psychic abilities to quietly eliminate opposition.

⦗ GSPEC・ジースペック ⦘

Governmental Special Permissions Executive Company
政府特別許可執行部門

Founded: 1985
Status: Defunct (2002)
Former Director: Masayuki Miren
Former Members: Hideyori Hakana, Nagora Ibuse, Ayumi (Furukawa) Ibuse, Suzuri Karabachi, Fuyuno Serinaka

GSPEC was an elite, covert department within the Japanese Public Security Intelligence Agency. Founded with a singular and controversial mandate—to root out high-level corruption within the Japanese government and tackle red-collar crime—it operated with an unparalleled level of discretion, directly answering to a few of Japan’s top governmental officials.

Tasked with investigating and dismantling criminal enterprises embedded within government structures and large corporations, GSPEC stood as a secret arm of Japan’s intelligence community. Its mission extended beyond conventional law enforcement, delving into systemic corruption, fraud, and institutional malice perpetrated by powerful entities, often within the highest echelons of government and its affiliated organizations.

Red-collar crime, in particular, refers to violent crime committed by high-profile private organisations or public servants, especially those who misuse their positions for personal gain, either through bribery, embezzlement, or complicity. GSPEC’s purpose was to covertly target such actors, making it a highly sensitive and politically dangerous operation.
